Is the title from a Don Henley song? It sounds more familiar than just a West Wing ep title but the best I can come up with is..."maybe Don Henley?"

Yeah, it's Don Henley. The song's called "New York Minute," and it plays at the beginning and the end of the episode.

Aha! The reason I even guessed Don Henley was because when I read the title I got that song in my head, but I couldn't remember whether those words were actually in it and I kept trying to think they were in Boys of Summer. And I was too lazy to y'know, go get my CD with the lyrics in the liner notes and look it up. :)
